Sir:-

I am directed by the Marquess of Salisbury to

inform you that His Lordship is desirous of sending

a cypher telegram to Mr. Rawson-Walker, Her Majesty's

Consul at Manilla, but that as you are aware there

are no means of communicating direct with him owing

to the interruption of the cable to the Philippine

Islands.

The telegram has been put into cypher in this

Office and I am to transmit to you herewith the fi-

gures thereof. Lord Salisbury would be much oblig-

ed if Mr. Secretary Chamberlain would have these fi-

gures telegraphed to His Excellency the Governor of

Hong Kong, with instructions to communicate them to

Mr. Rawson-Walker by the first available opportunity.
